The regular meeting of the Great Meadows Regional Board of Education was held on Monday, August 28, 2006, at the Great Meadows Middle School, Independence Township.  The meeting was called to order at 7:43 PM by Robert Jones, President.  A statement was read that adequate notice of the meeting had been given in accordance with the Open Public Meetings Act.

ROLL CALL:

 

Present: Helene Armstrong, Jennifer Cassini, Maryann Citro, Susan Cullen, Peggy Faulborn, Robert Jones, Joe Mahal, Bernie O’Hara, and William Vonder Haar.

 

Absent: None

 

There were 34 members of the public in attendance.

 

Motion by Peggy Faulborn, seconded by Susan Cullen, to approve the minutes from July 10, 2006 and July 24, 2006.

Motion carried in a voice vote with Armstrong, Cullen, Jones, and O’Hara abstaining from July 10, 2006 minutes and Armstrong, Cullen, Mahal, and Vonder Haar abstaining from July 24, 2006 minutes.

 

Motion by Peggy Faulborn, seconded by Jennifer Cassini, to accept the Financial Report of the Secretary and Treasurer for the month ending July 31, 2006, as per copies attached and to certify that as of July 31, 2006, after review of the Secretary’s monthly financial reports (appropriations section) and upon consultation with the appropriate district officials, that to the best of my knowledge, no major account or fund has been overexpended in violation of NJAC 6:20-2.12(e) and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

Motion carried in a unanimous voice vote.

 

Motion by Peggy Faulborn, seconded by Susan Cullen, to approve the bills from July 24, 2006 through August 29, 2006 in the amount of $854,604.71.

Motion carried in a roll call vote with Cassini abstaining.

 

Motion by Maryann Citro, seconded by Peggy Faulborn, to approve the cafeteria bills from July 25, 2006 to August 28, 2006 in the amount of $10,060.10.

Motion carried in a roll call vote with Vonder Haar voting no.

14.1    Upon recommendation of the Superintendent, motion by Jennifer Cassini, seconded by Peggy Faulborn, to approve the following Policy/Finance items 14.1.1 to 14.1.6.

 

Motion carried in a roll call vote with Cullen voting no to item 14.1.2, O’Hara abstaining from item 14.1.2, and Vonder Haar voting no to item 14.1.2.

 

14.1.1                  Approve the 1st reading of the Nutrition and Physical Fitness (Wellness) Policy #8530.

 

14.1.2                  Approve the Memorandum of Agreement between the Great Meadows Regional Board of Education and the Great Meadows Regional Education Association.

 

14.1.3                  Accept a $2000 Southern Law Teaching Tolerance Grant completed by Mark Ippolito, Great Meadows Middle School Principal, which will be applied to a Holocaust-Genocide workshop.

 

14.1.4                  Approve a tuition contract with the Stepping Stone – ARC of Essex County for placement of case number 63 beginning September 6, 2006 to June 30, 2007 at the per diem rate of $199.74 for 210 days for a total cost of $41,945.40.

 

14.1.5                  Approve a tuition contract with Celebrate the Children of Byram, New Jersey for case number 22 beginning September 12, 2006 to June 30, 2007 at a per diem rate of $222.34 for 180 days for a total cost of $40,021.20.

 

14.1.6                  Approve a tuition contract with Warren County Special Services School District for case QB for the ESY 2006 for a tuition charge of $3,860.00.

 

14.2    Upon recommendation of the Superintendent, motion by Jennifer Cassini Peggy Faulborn, seconded by Peggy Faulborn, to approve the following Personnel and Buildings/Grounds/Transportation items 14.2.1 to 14.2.9.

 

Motion carried in a unanimous voice vote.

 

14.2.1                  Accept, with regret, the resignations of the following personnel:

 

Heather Clowers – LDT/C – effective September 30, 2006.

Robert Scott – Instructional Aide @ Liberty School -

effective immediately.

Suzanne Peterson – Personal Care Aide – Out of district -

     effective immediately.

 

14.2.2                  Approve Lisa Brown, to provide Occupational Therapy to identified students at the rate of $65 per hour beginning September 1, 2006 through June 30, 2007.

 

14.2.3                  Approve movement on the salary guide effective September 1, 2006 for the 2006-2007 school year for the following teaching personnel:

 

Dana (Gruszecki) Jacoski – from B to B+15

Jody Schantzenbach – from B to B+15

 

14.2.4                  Approve hiring the following personnel for the 2006-2007 school year:

 

Timothy Nicinski, Great Meadows Middle School Principal, effective October 30, 2006 through June 30, 2007 at an annual salary of $84,618.40 pro-rated to $57,117.40 (Prorated salary subject to change if released earlier from current position).

 

Dana De Kleine, Middle School Guidance Counselor, effective September 18, 2006 through June 30, 2007 at Step 4 MA+15 at an annual salary of $42,749 prorated to 40,611.55 (Salary subject to change after teacher negotiations are finalized).

 

Grace Folger, LDT/C (Learning Disabilities Teacher/Consultant) effective October 1, 2006 through June 30, 2007 at Step 11 M+15 at an annual salary of $47,549 prorated to $42,794.10 (Salary subject to change after teacher negotiations are finalized).

 

Joseph Carroll, Jr., 1st Grade Teacher at Liberty School, effective September 1, 2006 through June 30, 2007 at Step 1 BS at an annual salary of $38,959 (Salary subject to change after teacher negotiations are finalized).

Suzanne Schmidt, Special Education Teacher at Liberty School, effective September 1, 2006 through June 30, 2007 at Step 1 BS at an annual salary of $38,959 (Salary subject to change after teacher negotiations are finalized).

 

Mary Hund, Maternity Leave Replacement for Jennifer Koster at Central School, effective September 1, 2006 through June 30, 2007 at Step 6 BS at an annual salary of $40,759 (Salary subject to change after teacher negotiations are finalized).

 

Katie Martin, Maternity Leave Replacement for Kara Feulner at Central School, effective September 11, 2006 through February 2, 2007 at the substitute teacher rate of $80 per day.

 

Wanda Maltese, Personal Care/Nurse(RN)/Aide, for a student who is an out-of-district placement, effective September 1, 2006 through June 30, 2007 at the rate of $26 per hour, for 3 hours and 45 minutes per day, for 5 days per week.

 

Lori Roselli, Cafeteria Aide at Central School, effective September 1, 2006 through June 30, 2007, at a rate of $8.75 per hour, for 2 hours per day.

             

Debra Capalbo, Personal Instructional Aide at Liberty School, effective September 1, 2006 through June 30, 2007, at an annual salary of $10,500.

 

14.2.5                  Authorize the district to submit applications for emergency hiring and applicant’s attestation that he/she has not been convicted of any disqualifying crime pursuant to the provisions of NJSA 18:6-7.1 et. Seq. for the following new employees:

14.2.6                  Approve Rebecca Comejo and Pamela Ruocco as substitute teachers for the 2006-2007 school year.

 

14.2.7                  Approve a stipend to Linda McClune as I&RS Team Coordinator for the 2005-2006 school year at $30 per hour, for 1 hour per week, for 35 weeks, for a total of $1,050.

 

14.2.8                  Item tabled.

 

14.2.9                  Award a contract to Integrated Systems Technology, Inc., 14 Hemlock Drive, Franklin, NJ for the inspection and verification of operation of the fire alarm systems in the Central School, Liberty School and the Great Meadows Middle School for a cost of $3,840.00.

Ed O’Melia, Independence resident, informed the Board of the upcoming golf outing to be held at Harker’s Hollow and is being sponsored by the Great Meadows Education Foundation.
